Move over NAFTA, say hello to DR-CAFTA
Costa Rica just ratified DR-CAFTA in a referendum on the trade agreement. The Central American trade pact, while not a Treaty under U.S law because of our “pesky” Constitution, it is classified as such under International Law. From Wikipedia:
The agreement is a treaty under international law, but not under the United States Constitution. In the US, laws require majority approval in both houses, while treaties require two-thirds approval in the Senate only. Under U.S. law, DR-CAFTA is a congressional-executive agreement.
At least, the citizens of Costa Rica had a chance to voice their opinion on the matter. There are no National Referendums in the United States. Costa Rica is the only neutral country in our Hemisphere.
Hopefully, this Treaty or as we say in America, agreement won’t adversely affect their typically sober foreign policy. Canada is working up a sister agreement, although it’s rather moot given Ottawa’s partnership in NAFTA. Critics would contend, this is the “North American Union” on “crack” or “steroids.”
